The IP will only return the IP of the domain of where he is located. Unless he is directly connected to the net, that is, has his own domain server, the IP will only resolve back to the DNS host. Only law enforcement can obtain, usually through court actions, the actual end user IP that maps to his personal computer. For example, if I was talking to you via yahoo, you would see that I am with Shaw Cable, but that is as far as you would see. But Shaw has probably several thousand people online, so you wouldn't be able to narrow it down to me personally, just to my internet provider. Report it to the police.
